State-sponsored student loans are preferential loans with lower interest rates than the market rate, which are guaranteed by the state. State-sponsored loans are administered and information about them is provided by the State Study Fund. State-sponsored loans are provided to citizens of the European Union, the European Economic Area and the Swiss Confederation, as well as to citizens of the United Kingdom, who until the transition period established in 2020. January 24 at the end of the Agreement on the withdrawal of the United Kingdom of Great Britain and Northern Ireland from the European Union and the European Atomic Energy Community in Article 126, signed in Brussels and London, have acquired the right to live in the Republic of Lithuania as citizens of a member state of the European Union, who have the right to live permanently in the Republic of Lithuania or have an employee, self-employed the status of a working person, as well as persons maintaining such status and their family members, citizens of other foreign countries and persons without citizenship who have the right to live permanently in the Republic of Lithuania.
Permanent residence permit – a document that gives a foreigner the right to live in the Republic of Lithuania and confirms the status of a foreigner as a permanent resident. The permanent residence permit is issued for 5 years, and after this period it is changed.
Three types of loans are available:
- tuition fees – for those paying for studies;
- for partial studies abroad according to international (interagency) agreements;
- living expenses.

A Student may be allowed to pay the Tuition Fee in no more than three installments if he/she submits a written request to the Dean of the Faculty for the payment of the Tuition Fee in installments within 20 calendar days of the start of the semester. The first installment must be at least 30% of the amount due and must be paid within 30 calendar days of the start of the current semester. If the Tuition Fee is deferred or allowed to be paid in installments, the Student is obliged to pay the Tuition Fee in full to KVK by 01 December in the autumn semester and 01 May in the spring semester. No request for payment in installments will be accepted after that date.
A Student who has lost state funding during the rotation shall submit a request for payment of Tuition Fees in installments to the Dean of the Faculty within 30 calendar days of the start of the current semester. The first installment must be at least 30% of the amount due and must be paid within 20 calendar days of the date of the approval of the Order “On the Rotation of Students and the Filling of Vacant State-Funded Seats”. If the Tuition Fee is deferred or allowed to be paid in installments, the Student is obliged to pay the Tuition Fee in full to KVK by 15 December in the autumn semester and 15 May in the spring semester. No request for payment in installments will be accepted after that date.
