The DigiCare Innovation Vision Action Plan (IVAP) is a strategic initiative that aims to address critical healthcare challenges through innovative digital solutions for patients and communities. The project focuses on improving patient outcomes in the areas of oncology, mental health, and chronic disease management by deploying IoT-based test beds and developing co-created digital health tools that increase accessibility and reduce healthcare inequalities.
IVAP operates on a patient-centric approach and seeks to promote innovation in healthcare delivery while strengthening the growth of start-ups and entrepreneurial ecosystems. By 2030, it plans to expand at least 25 new businesses that will contribute to the creation of sustainable health innovations.
The project is also closely aligned with the EIT KIC Health mission to promote systemic change in the health sector and the EIT KIC Digital goals related to digital transformation. IVAP integrates advanced technologies—artificial intelligence (AI), the Internet of Things (IoT), and telemedicine—and creates innovation infrastructure such as IoT testing platforms and living labs.
In addition, the project offers tailored mentoring and training programs that strengthen the digital skills of healthcare professionals and startups. In this way, IVAP is laying the foundation for a long-term innovation ecosystem that contributes to the quality, accessibility, and sustainable digital progress of healthcare services across Europe.

Goal

  • Improve patient health outcomes in the areas of oncology, mental health, and chronic disease management.
  • Create an innovation infrastructure (IoT test beds, living labs) for testing and implementing digital solutions.
  • Promote accessibility and equity in the healthcare system through community-tailored solutions.
  • Develop entrepreneurial ecosystems – support and expand at least 25 start-ups and innovative businesses by 2030.
  • Strengthen workforce competencies through mentoring and training programs, fostering digital skills and a culture of innovation in the health sector.

Results and outcomes

  • Improve patient care outcomes and reduce healthcare inequalities.
  • An innovation infrastructure (IoT test beds, living labs) will be created and implemented.
  • At least 25 start-up development projects are planned to be implemented by 2030.
  • It is planned to strengthen digital competencies among healthcare professionals and innovators.
  • The aim is to create a sustainable ecosystem of digital health solutions that contributes to systemic changes in healthcare in Europe.

Added value:

  • The project strengthens academic potential, improves the quality of studies through the integration of the latest digital health technologies, expands international partnerships, and increases the competitiveness of the college by promoting a culture of innovation and student entrepreneurship.
  • IVAP contributes to the digitization of healthcare, reduces regional disparities, develops a digitally skilled workforce, strengthens the development of start-ups, and positions Lithuania as a regional center for health innovation.
  • The project responds to the EU’s health and digital transformation priorities, strengthens cross-border cooperation, creates new market opportunities for health technologies, and contributes to the creation of a sustainable, healthier, and more inclusive Europe.
